As previously explained, the general rule under IPRA is that all public records are subject to inspection. However, IPRA sets forth seven specific instances when records which otherwise would be public, are excepted from inspection. Scattered throughout NMSA are additional exceptions to IPRA which will be discussed later.
Records are not excepted from IPRA production because a public body received them under a promise of confidentiality.
