His requests are extraordinarily burdensome, and my understanding is that he profits financially by selling ad space related to his YouTube channel. In cases such as those, I think that charging a reasonable fee to reflect the increased cost imposed on the governmental entity is appropriate. 3) One other issue that was not mentioned, but I think should be addressed, is the Legislature’s overly broad interpretation of the NM Constitution’s Privileges and Immunities Clause to sidestep IPRA.
