No resolution, rule, regulation, ordinance or action of any board, commission, committee or other policymaking body subject to OMA is valid unless taken or made at a meeting that complies with OMA.

OMA also establishes a presumption that all actions taken by public bodies have been taken at meetings that comply with the requirements of OMA unless challenged and someone proves otherwise. NMSA 1978 § 10-15-3-A
