The State Legislature has its own section under OMA. The general rule is that unless otherwise provided by a joint house and senate rule, all meetings of any committee or policymaking body of the legislature held for the purpose of discussing public business or taking any action within the body’s delegated authority are open to the public at all times. NMSA 1978 §10-15-2-A
A legislative meeting means a gathering of a quorum of the members of a standing committee or conference committee held for the purpose of taking action within the body’s authority. As of 2009, this includes conference committees of the two bodies which meet to work out differences in bills passed by the two bodies. NMSA 1978 § 10-15-2-C
Exceptions to legislative meetings include: a.) matters relating to personnel or b.) matters adjudicatory in nature or to investigative or quasi-judicial proceedings relating to ethics and conduct or c. to meetings of the caucus of a political party. NMSA 1978 § 10-15-2-B
