1) Reasonable copy fees

A records custodian may not charge a fee to inspect a record.

A records custodian may charge a reasonable fee for copying public records, unless a different fee is otherwise prescribed by law. However, a custodian cannot charge fees in excess of $1 per printed page for documents 11 x 17 inches in size or smaller. NMSA 1978 § 14-2-9-C

If the custodian merely assembles the documents without making copies, no fees can be charged. Nor can the custodian charge a fee for the cost of determining whether any public record is subject to disclosure. NMSA 1978 § 14-2-9-C (6)
