OMA requires that all persons desiring to do so shall be permitted to attend and listen to the deliberations and proceedings of all public bodies except the Legislature and the courts, which are subject to separate rules. In addition, although most public bodies provide an opportunity for the public to be heard at public meetings, there is no statutory right to be heard at public meetings.
