IPRA allows custodians to charge for the actual costs associated with downloading copies of public records to a computer disk or storage device, including the actual cost of the computer disk or storage device.
The record custodian may also charge the actual costs associated with transmitting copies of public records by mail, electronic mail or facsimile. NMSA 1978 § 14-2-9-C (4)
Record custodians also may request advance payment of fees before making copies of public records.This provision of the law is to better ensure that requesters will pick up their IPRA requests. NMSA 1978 § 14-2-9-C (5)
Nothing in IPRA prevents requesters from making their own copies of IPRA using cell phones, portable scanners, cameras or portable copy machines.
