A written request must provide the name, address and telephone number of the person seeking access to records and identify the records sought with reasonable particularity. NMSA 1978 § 14-2-8-C
However, a person filing a public records request cannot be required to state the reason for inspecting the records. The motivation can even be curiosity or personal gain. NMSA 1978 § 14-2-8-C
