Unless the IPRA request is excessively burdensome or broad, a written request for inspection of public records that has not been permitted with 15 days of receipt by the office of the custodian may be deemed denied. NMSA 1978 § 14-2-11-A
A records custodian also can deny a written request to inspect public records. In the case of a denial, the custodian must provide the requester with a written explanation of the denial which shall: (a) describe the records sought; (b) state the names and titles or positions of each person responsible for the denial; and (c) be delivered or mailed to the person requesting the records within 15 days after the IPRA request was received.
