Meeting notices must include an agenda containing specific items of business to be discussed or transacted at the meeting. Except in the case of an emergency, the agenda must be available at least 72 hours prior to the meeting. The agenda shall include a list of specific items of business to be discussed or transacted at the meeting or information on how the public may obtain a copy of the agenda. NMSA 1978 § 10-15-1-F
OMA defines an “emergency” as unforeseen circumstances that if not addressed immediately by the public body will likely result in injury or damage to persons or property or substantial financial loss to the public body. NMSA 1978 § 10-15-1-F
