A public body subject to OMA must keep written minutes of all its meetings which include the date, time and place of the meeting, the names of members of the public body in attendance and those absent, the substance of proposals considered and records of any decisions and votes taken. The record of votes taken must show how each member voted. NMSA 1978 § 10-15-1-G
A draft of the minutes must be prepared within 10 working days after the meeting and are immediately available for public inspection. However, the minutes must be approved, amended or disapproved at the next meeting of the public body and are not official until approved. NMSA 1978 § 10-15-1-G
OMA prohibits secret ballots.
