A meeting can be closed at which: a) a decision concerning purchases in an amount exceeding $2,500 that can be made only from one source or b) at which competitive sealed proposals solicited under the state’s procurement code are discussed during the contract negotiation process.

The actual approval of the purchase or final action regarding the selection of a contractor must be made in an open meeting indicating how each member of the public body voted. NMSA 1978 § 10-15-1-H (6)
